How is tenant displacement tracked during urban renewal?

Added: 4 November 2026

The number of renewed buildings does not show whether former tenants can continue living in the area. Displacement needs evidence on housing cost, address changes and opportunities to return. Measure the baseline before works, temporary moves and subsequent years with consistent definitions. Owners and tenants face different conditions: new homes may rise while former neighbour networks scatter across districts. Individual new addresses must not become public data.

Who moves and why?

1. Count ownership and tenancy separately before redevelopment. A promise of a replacement home for an owner does not imply that a tenant can return; new rents and temporary accommodation are different questions. Moving may precede demolition as expectations of construction, rising rents or loss of local services change decisions. UN-Habitat cautions that urban regeneration can exclude residents without affordability and meaningful local participation. 2. First document the number of households, tenant share, distribution of rents and housing conditions before the project, using privacy-safe aggregates. Then distinguish demolition, temporary relocation, permanent departure and return. A tenant who moves temporarily and later leaves the district permanently should not be reduced to one simple event. Neighbourhood or district flows can be reported without publishing individual tenants' new addresses. 3. The number of housing units may stay constant while higher rents exclude former households. Compare old and new rent distributions, relationships with household income, affordable-housing shares and contract terms. Average sale prices alone cannot measure whether renting remains possible. Trends in comparable nearby areas help separate general market increases from project-specific pressure, though a definitive causal claim still requires care.

Privacy, participation and fair assessment

4. Changes in access to jobs, schools, health services and social networks are also geographic effects of moving. A lower rent at a distant address may be offset by daily travel costs. Changing schools and losing neighbourly support do not fit neatly into a cash table. Administrative address changes alone cannot reveal whether a move was voluntary or forced or how a household experiences its new location; confidential and voluntary interviews may help. 5. A short monitoring period can miss residents who cannot return. Record baseline conditions before construction, the temporary period, initial occupation and later years separately. Address registers do not directly record reasons for moving, while surveys can miss tenants who have already left. Compare several sources, communicate uncertainty about missing households and explain methods transparently rather than treating one count as complete. 6. UN-Habitat's urban regeneration approach stresses in-place improvements and participation. Alongside new building counts, monitor the share of original residents able to stay or return at affordable cost. Tenancy rights vary by jurisdiction, date and contract; general geographic analysis is not individual legal advice. Prioritise consent, data security and sensitivity to the risks faced by people who might be compelled to move.
