How is commuting time measured in cities?

Added: 4 November 2026

Commuting time is not simply the kilometres between a home and workplace; walking, waiting and transfers also count. A measure must state the day, time and population covered. Reporting morning and evening directions separately, along with the number of trips per week, makes different work arrangements easier to compare without confusing a single journey with the whole weekly burden.

Trip definition and data collection

1. Door-to-door time includes every stage between leaving home and arriving at work. Excluding the walk to a bus, waiting, transfers and final walk makes public transport incomparable with car travel. For drivers include searching for parking and walking to the workplace; for cyclists include suitable routes and parking. Morning and evening congestion can run in different directions, so one leg of a trip does not represent every journey in a week. 2. A census commonly asks about a usual workplace and travel mode; a census taken once in a decade does not observe the duration of each day's trip. The UK ONS notes that home working and temporary furlough during the 2021 census affected travel-to-work data. A travel diary can record detailed times but faces sampling and recall errors. Phone or ticket data introduce further coverage and privacy questions. 3. Report median time and the share of long journeys as well as a mean. A few extremely long trips can raise the average, which on its own may misrepresent most workers. Breakdowns by neighbourhood, income, shift, disability and mode reveal practical barriers. Aggregation is necessary to avoid identifying people in small groups. Do not assign car-route times to households with no access to a car.

Comparisons and useful interpretation

4. A route taking thirty minutes at a weekday peak may be shorter at midday and longer in rain. Compare the same type of day and season, and disclose road works or school holidays. Hybrid workers may travel on fewer days without changing the duration on days they do commute. Measure time per trip separately from the total weekly travel burden. Monetising time is useful only when the assumptions are explained. 5. A before-and-after measurement between the same origins and destinations can show how a new service affects travel. Changes in workplace location, housing prices and the distribution of residents can also alter an average. A shorter citywide travel time does not prove that everyone benefited. Report which neighbourhoods and transport groups gained, together with fares and the reliability of the service. 6. Commuting duration is only one dimension of employment access. Safety, cost, childcare and the availability of suitable jobs affect people even at identical trip times. State the geographic boundary, sample, survey year and door-to-door definition. ONS workplace data should not be mistaken for current traffic minutes, and one instant estimate from a route application should not be presented as an annual average.
