What is vocational education and training?

Vocational education and training develops knowledge and skills used across occupations by combining theoretical instruction with practice.

Learning settings and qualifications

Workshops, laboratories, workplace practice and classroom study are different parts of vocational learning. An electrical installation trainee needs to know safety rules, understand circuits and perform tasks correctly under supervision; these should be considered together. Vocational education is not only manual skill: communication, calculation, problem solving, ethics and adaptation to changing technologies also matter. Levels and certification rules differ among countries and occupations. Whether a qualification has been gained is tested through safe and consistent work on realistic tasks.

Workplace links and change

Cooperation among providers, workplaces and learners creates practical opportunities, but placements should retain learning goals and not become merely inexpensive labour. Workers also update their skills as technologies and production methods change. The green transition, digital tools and service sectors may create different skill needs. Safety, inclusion and access for women and disadvantaged groups matter to programme quality. UNESCO treats technical and vocational education as part of lifelong learning; an initial certificate may not suffice for an entire working life.
