What is a statute?

A statute is legislation adopted through constitutional procedures. In Türkiye, lawmaking belongs to the Grand National Assembly. Statutes regulate rights, obligations and institutional powers. A proposal or news announcement is not enacted law; adoption, publication and commencement differ.

Formation and application

1. Proposal and adoption Introducing a proposal does not make it effective law. Committee and plenary procedures follow constitutional and parliamentary rules. Draft language may differ from the adopted text. 2. Publication and commencement Official Gazette publication and entry into force need not share a date. Different provisions can commence separately. The date of the underlying event therefore matters. 3. Amendments Amending legislation changes selected provisions of another statute. Original publications may no longer show current rules. Consolidated texts help, but commencement and transitional provisions still require checking.

Interpretation and sources

4. Norm relationships Statutes must comply with the Constitution. General and special provisions, amendments and treaty rules can interact. A later date alone does not solve every conflict. 5. Interpretation Wording, purpose and systematic context matter. Judgments help explain application. An isolated quotation can hide exceptions and related rules. 6. Verification Record statute number, article, commencement and amendments. Social-media summaries do not replace official texts. Official Gazette, parliamentary and government sources can be compared, with consequences assessed against the event date.
