What is unemployment?

Unemployment is defined through statistical conditions such as being without work, seeking work and being available to work. Not everyone without a job is automatically classified as unemployed. Employment, the labour force and participation must be considered together to understand the unemployment rate.

How is unemployment measured?

1. The labour force The labour force consists of employed and unemployed people. Students, retirees and people doing household work may be outside it depending on whether they work or seek employment. Everyday descriptions of someone’s situation can differ from survey classifications. 2. The denominator The unemployment rate is the number unemployed divided by the labour force, multiplied by 100. If the labour force has 1,000 people and 80 are unemployed, the rate is 8 percent. The denominator is not the entire population. This distinction matters across countries and periods. 3. Participation and underemployment People giving up their search can reduce the unemployment rate without creating more jobs. Measures covering people wanting additional working hours and the potential labour force provide a fuller picture.

Types and effects of unemployment

4. Frictional, structural and cyclical unemployment Temporary job searches during transitions are associated with frictional unemployment. Mismatches between skills and job requirements contribute to structural unemployment. Lost demand during an economic contraction can increase cyclical unemployment. Several causes may affect the same person. 5. Seasonality and social consequences Tourism and agriculture vary seasonally, making seasonally adjusted data useful. Long unemployment spells can produce skill erosion, stress and exclusion as well as lost income. 6. Policy tools Training, job matching, transport, care services and economic stability address different barriers. Pay, working conditions and job security matter alongside job numbers. Policy success should be evaluated using participation and employment quality as well as the unemployment rate.
